True, but in my experience management frequently says one thing and when the proverbial hits the fan they "clarify what they meant" (change their mind). Regardless of what the SLA says - SLAs are good, they do get people thinking about what they need, they do help clarify and set expectations - if it turns out that isn't really what they meant at the time of the disaster then they are unhappy. Since they pay the dollars .. well s#$% rolls down hill.

On the stuck archiver thing I have the backup process remove the archive logs older than a day once they are backed up so that isn't a problem.
