Waits on library cache latches

Hi folks,
I would like to ask a question regarding waits on library cache latches. Can pinning more packages/procedures in the library cache cause the library cache buckets/chains to grow in size and eventually result in increased waits on the library cache latches ? The RDBMS version in question is 8174 64-bit running on Solaris 8.

I would really appreciate any feedback on this.
