Rollback calls in pro c programs: Does it cause Overhead?

Rollback Overhead Question:

If a savepoint is set and a rollback is executed to the savepoint and there is nothing to rollback. Is there any overhead involved? What if there are 50 processes doing the same thing at different times on the same tables and if these tables are being accessed repeatedly for other functionality. Would the rollback cause the system to slow down?
