I agree, it's rediculous to have to do a complete install of 9iAS just to get Forms & Reports functionality, Oracle forces the user to install all of the scalability features before they needed, indee if they are needed, forget the guy who just needs a server running forms and reports services (though they do support de-installing everything else after the fact).
