When you say Oracle 9.0 ... there is no such thing. Do you mean 9.0.1, 9.0.2, or 9.2.x? And what do you mean by "connect"? Be specific?

Oracle 8.1.6 has not been supported for years. Oracle announced that desupport for 8.1.7 begins December 31st of this year.
