Oracle Webcache cannot execute on HPUX 11.11

I have installed Webcache on HPUX 11.11 and when I run webcachectl I get cannot execute. The same error occurs when the file is owned and executed by root. I copy Webcachectl over to another 11.11 box and get the usage options when executing, so at least its running. I have the product installed and running on Solaris and Linux and HPUX 11.0. Does anyone have any ideas where I should look for differences in these boxes that would be causing this ?
