I'd expect the multi-cpu system to perform better, given that Oracle has either a multi-threaded or multi-process architecture. I'd also bet if these are intel procs that you can get 2x2.4 ghz for the same price as 1x3ghx.

If you have equal experience with both systems then probably solaris will excel (though if this is Intel this may not be so apparent). Otherwise go for the one you have experience of.
