Is 1 x 3ghz cpu or 2 x 1.5ghz cpu system better for Oracle 9IR2 Database

Has anyone done tests or are there any links on which of the above systems
would perform  better? I have always thought  that a 1 x 3ghz system would
perform better, but someone I know said Oracle works better on multi cpus.



Does it also matter whether it runs on Solaris or Windows 2003 svr?
