I somewhat agree - there is nothing wrong with skipping a release. Just remember that 9.0 is also a release and therefore skipping a release from 8iR3 means going to 9iR2.

As far as skipping 9i in it's entirely, I totally concur with Daniel. That's a bad move.

(Daniel - from the number of posts recently about problems with 8.0.4, 8.0.5 and 8.0.6, having that experience on the resume seems valuable. And management that demands that skill set isn't likely to be impressed with the candidate being current. <g> )
