Sounds like your customer simply doesn't know what he wants. Nothing unusual though, but we all know of 'design' processes in companies like Mickeysoft (they 'build' Winblows *every* day, because they don't have any control of the development process) and Oracle Apps, where it is simply raining patches.
Is that a world you indulge in being in?
