You are misreading the OP.
He says
I can send an email directly after doing some checking to the data that is going to be inserted. No talk about conditionally sending e-mail.
Even if I misread the e-mail in your fashion I think that Billy is just too kind.
If you really want need to communicate all your failures, use dbsmp_pipe, but don't misuse smtp to waste resources and to clutter up the disk with your silly messages.
