Could be. Could not be.

High CPU usage is however *not* a Bad Thing (tm).

CPU's are there to work. An idle CPU is useless. High CPU utlisation should mean _effective_ use of CPU resources. That is what one should be aiming for (as oppose to some who seem to think that performance tuning means trying to get a high as possible idle time on the CPU).
