OEM license is included with the database license. I assume you are talking about the optional (read extra license) Tuning and/or Diagnostics Packs which are extewnsion tat add considerable additional depth in the tuning area.

No, they are different - although there are overlaps. - OEM is a generalized monitor and admin framework, invcluded in the basic Oracle DB license
- Tuning Pack is oriented toward individual statement tuning & could be considered a tool for developers
- Diagnostics Pack covers details & trends at the disk, OS and 'tablespace' level & is for DBAs
- DB Tuner looks at the DB from the disk perspective & IMO is a SysAdmin tool
