Petee - Go to OTN, click on Documentation (this is pretty well the same as going to http://tahiti.oracle.com or http://docs.oracle.com), select Database, then select the database version you want. List all the books & you will find the Concepts manual - which is a prerequisite to understanding all the rest - as well as the Performane Tuning Guide and Reference and a number of Programmer's Guides (which have language related performance tips.)
