Oracle Technical Network (OTN), at http://otn.oracle.com, has a section called Sample Code. Within that is "Oracle By Example" containing mini-courses.

The pre-requisites for each mini-course include detailed instructions for cleaning a Windows machine completely of all Oracle s/w. IIRC, the steps are virtually the same between 8i and 9i.
