Separate DEV and TEST instances, More then one Oracle versions, Leveraging resources on one machine to run multiple processes... just to name a few.

Adding another instance does not automatically mean that you have to double up on *all* the kernel parameters. You would have to see individually which one may need adjustment because of extra load. e.g semmns should be adjusted according to the number of instances (and processes) for each instance.
