Unfortunately, Metalink does require that you have a Customer Support ID (CSI). Often this bit of info is denied to developers (for one reason or another).

Another good idea for those without Metalink is to type "ora-12514" (without the quotes) into a Google search. You'll get quite a few hits ... one of them might be helpful. You can limit your search a bit by including an OS or other bit of information.
