Have you tried "Oracle Tool" found on
"http://www.orafaq.net/links/Products/Freeware/" This tool is free, you can extract and reload data on csv format from anay tables or views, or load data directly from an other database or schema.
It may be easy to modify some informations before repopulate test databases.
