Why is it slow? The number of records is not that much. Learn why it is slow, what is the explain plan and tkprof when the customer access the data. Are the web pages using bind variables?

An upgrade to 9i is probably a good idea, but you may still have the problem if you do not understand why it is slow. It sounds like the manager wants to use RAC in 9i. While RAC (real application clusters) do help scale; don't just throw hardware at the problem without understanding why you have a performance problem.

To migrate the data use the export import utility.
