An upgrade to 9i is probably a good idea, but you may still have the problem if you do not understand why it is slow. It sounds like the manager wants to use RAC in 9i. While RAC (real application clusters) do help scale; don't just throw hardware at the problem without understanding why you have a performance problem.
To migrate the data use the export import utility.
