Of course it is.

Of course there is. I mean, unless you just want to trust that when the power goes out, the dba is going to wander in, log in as oracle, and shutdown the database before the UPS gives out.

root is the thing that realizes that in 10 minutes you are going to run out of juice. Therefore it is root that has to shutdown the database, either as itself or masquerading as oracle through su.
