Correction: Svrmgrl can connect over TNS. It has an option "set instance <SID>". Lsnrctl also works correctly on TS. I have tested both with 8i and 9i. I believe svrmgr30 (8.0.x) and svrmgr23 (7.x) cannot connect via TNS.

I have not tested namesctl or cmanctl.
