TNSListener affect localhost:8080 of Tomcat

Does the default TNSListener use port 8080? After the Tomcat started with port 8080, running the local Jave Server Pages come with the prompting screen for an Oracle user. When the TNSListener is stopped, this doesn't happen. How can I change the port to start the TNSListener? Thanks.
