This is just hogwash.
You should be capable to import any version import in to any *higher* version database, while the other way around (importing into *lower* version database, so 9i export in 8i database) invariably doesn't work, and that has always been published. "Table or view does not exist" errors have everything to do with not running the appropiate catexp*.sql script, as instructed in the manual.
And BTW: the exp version number is incremented with *every* new release, to prevent importing the other way around not just *'sometimes'*
Get your *facts* straight please, rather than spreading *myths* and *confusion*
