There are more than several docs covering failsafe on metalink.

8.1.7 is off of support as of the end of the current calendar year. 8.1.6 was de-supported long ago.
I'd seriously consider implementing 9i R2 instead of 8i R2.

Jim Viscusi presented at NYOUG some time ago. You can find his presentation slides at: http://www.nyoug.org/ha_opfs.pdf
but this is geared more to 8i OPS.

I'd highly recommend the following book: Bookpool: Oracle9i for Windows 2000 Tips & Techniques PART IV Clustering and High Availability 11 Oracle Failsafe www.bookpool.com/.x/aii6z86m6m/sm/0072194626 ISBN 0-07-219462-6 Lots of other good info in there, besides Failsafe.
