Just guessing: You have no idea about the different ways of shutting down a database?
Please look at http://download-west.oracle.com/docs/cd/B10501_01/server.920/a96521/start.htm#ADMIN004, or, better, install your documentation cd, mount the index to your acrobat reader and look it up there.

Then you'll probably find that shutdown immediate does what you want most of the time.
