In general, if you have all the database related files and you are staying at the same version of the software, you will not need to recover from a backup. With different version so the software, you will want to go through a formal upgrade path. When I say 'all the related files', I include PFILE (which probably needs to be moved) as well as all control files, recent logs, data files, etc.
However, you may need to mess around with the SERVICE. For this in Windows, please grep the manuals until you find and then grok "oradim".
This is one area that I find unix definitely easier than windows - in unix, just move the pfile into the new $ORACLE_HOME/dba/ directory and file up the instance (or just fire up the instance with the pfile= parm). With Windows you want to ensure the service is correctly set.
(And yes I agree, you can have multiple versions of the software installed, and running, concurrently as long as they have different oracle_homes)
