It's a while ago that I installed OEM, but maybe this helps.
1- Shouldn't you have a OS-user with log on as batch rights?
2- Stop the agent and delete *.q files and some other. Oracle has a note how
to clean start again.
3- Can you connect from OEM to the database with the preferred credentials.
Or will OEM ask for a password?
4- Did you stop/start OMS. This will sometimes help in case of problems.
5- Did you search Metalink for this problem?
