Then I think you are asking the wrong questions. Try the following set ...

Q1) What is the standard list price for xxx?
Q2) What is the standard discount for xxx?
Q3) I want to accomplish yyy - what is the optimum architecture for this and how
do I minimize my cost?
Q4) Prove - to my specialist and to my 3rd party consultant - that you have the optimum architecture?
Q5) Then, and only then, should the negotiations start.

Q1 & Q1 are available on Oracle Store, OTN (for the what is included., extra cost option, etc.) and the other documents (what are the metrics). You really do not need a rep to answer those.

Most customers start negotiating around the middle of Question 2 and start getting into non-standard terms, conditions and discounts at that time, so they never even get around to Q3 or 4.

Many of the rest simply state 'I have decided my architecture is zzz' and do not allow an architect or analyst to look at Question 3. When I worked there, I had gone into a number of such situations and found wild deviations between the actual architecture and what IMO would be *an* optimum, cost effective architecture. (Best variants include - the developers are creating a search or workflow or queueing or xyzzy engine - not realizing they are duplicating the engine already in the database - in part because they did not look at the 'Family' document.)
