if you have:
1) dictionary managed tablespaces (for user data and especially temp tablespace)
and
2) there is a substring like "...waiting for smon..." in the end of alertlog then:
look metalink note 61997.1
"SMON - Temporary Segment Cleanup and Free Space Coalescing"

it is recommended recreate your 9i database with locally managed tablespaces, see concepts
