If the database is not on the same machine as the SqlPlus user, the SID setting will not matter if the listener is not running on the database server...

The OPs problem appears to be perl-rel;ated not Oracle since SqlPlus works...

Perhaps the bad shutdown clobbered his perl dlls ...
