In the future please put some effort into solving your own problems before asking others to do it for you.

We are here to help ... true ... but prefer to help those that attempt to help themselves.

A one second investment at http://tahiti.oracle.com searching for: "SYSTEM TABLESPACE" AND "LOCALLY"
returned this:
http://download-west.oracle.com/docs/cd/B10501_01/server.920/a96521/create.htm#1024555

Restrictions related to a locally managed system tablespace are discussed as well.

Which should be no problem as there is no excuse for using dictionary managed tablespaces if yo can avoid them.
