Well, it may indeed be silly, but it is pretty common when people want to rigidly enforce watching their order entry people. There are certainly better ways to do it, but try to explain that to a non-computer person. And you definitely don't want to point out you can, say, send 10,000 widgets to your friends house without even trying. :-)
