Under windoze systems, you sometimes have to stop system services in order
to change Oracle DLLs. And sometimes these services are not related to
Oracle. For example, I sometime had to stop COM+ in order to patch Oracle
binaries....
This is more a system problem, or maybe Windoze is the problem...
