I went to otn.oracle.com, and clicked on Downloads, and I see that Oracle 9i Release 2 is available for Windows Server 2003 for both 32 and 64-bit editions. I don't see the need to patch anything. You just need to know if your Windows is the 32 or 64-bit edition, and then download the proper Oracle.
