In addition to installing the ODBC driver you MUST install the Oracle client software for the appropriate network stack. (probably tcp/ip in your case). The driver does NOT include the Oracle client software. The vendor that supplied you with this ancient version of Oracle should have also supplied you with the Oracle client software.
