Unfortunately neither the timescales given above, nor the symptoms described by the user actually match your diagnosis. If it was a case of bad plans then all users would be affected, the problem would not manifest itself only after n users connect. Similarly none of 4,5 or 6 equal 3.

As Norman says statspack would be the way to go.
