DataGuard basically works in a standby mode - you can chose whether it's cold, warm or hot (eg: instant protection, guaranteed). You are right that DG protects the database only, not additional flat files or software. However, I submit that software and flat files should be protected by regular backups.

Some of your comments seem to be related to the DG with Oracle8i. The latest versions have failover/failback capability which might resolve your ease-of-recovery situation.

IHMO, neither solution by itself is sufficient. A combination of the two should not be rejected, with each aspect handling some of the HA areas.

First place to start is the cost of downtime ... you need management to have a solid feeling and committment for the true per-time-unit cost of failure. Once you have that, you know what the potential price of the solution set your management will support and eliminate those solutions priced outside that limit. This approach also tends to go through 'all' the HA areas and provide a solid understanding of the potential problems, the potential costs and the set of solutions.
