Control file size is determined basing on certain settings by Oracle, you can influence its size by choosing certain (optimal hopefully) values, like the maximum number of redo log groups and members or the maximum number of datafiles.

You can increase or decrease the size by changing the aforementioned parameters with the CREATE CONTROFILE command and you can find some examples in the Administrator's Guide on this subject.
