Can only speak from experience with V8.1.7.
The Oracle Intelligent Agent only discovers databases that are explicitly in
the sid_list of the listener.ora file.
You can check the file $ORACLE_HOME/network/agent/services.ora to see what
is discovered.
Don't edit this file, it is generated each time the agent is started.
