Welcome to the wonderful world of Open software. You were expecting parity with commercial applications? Geeze, what have you been smoking?

Lots of times there are similar applications like StarOffice to substitute for M$ Office. But a lot of man years (I'd say even decades) went into building Oracle Forms and their entire architecture. If you can't afford them, maybe you should shop for a replacement vendor like Sybase or Informix. If you _really_ can't afford anything but GPL software, try writing your own stuff to do what you want. Web-based stuff with PHP or Perl will give you the forms you want.

You've got to spend money to make money.
