File creation on database server from Oracle Forms

I want to create a file on database server from Forms. the database server is on UNIX and Forms is on NT. When a program in Forms calls a stored procedure that creates a file on server, it won't work. And, if a stored procedures that access UNIX file system,like JAVA, XML packages, the procedure called in Forms will not work either. All the stored procedures run well if executed from sqlplus on database server side. Can any one tell me what kind of parameters or procedures are needed to set up on Oracle database server in order to perform these procedure calls?
