Specifically, (I looked it up cause this made me mad) the problem is that the code to generate images requires a colormap which is obtained via a call to the X server. This is because X supports remote clients with varying colormaps. So when the tools generate images and graphs with the java libraries, they need somewhere to look. Xvfb does the trick quite well, and is really a necessity. Supposedly, version 1.4 of java has handled this.
