Upgrading Oracle 8.1.7 HTTP Server

As a first-timer to working with Oracle, I feel deluged with the information available. I appreciate any help you might offer. I'm trying to setup a configuration such that web users can query the database with SQL queries. The intent is to give students a chance to learn PHP. It appears that the server is not configured properly to suppport PHP. However, I had heard that it would be better to upgrade the server (for security reasons). Our budget is very limited, so I'm wondering what would be a free (or very low-cost) solution.

    Also, specific information for allowing Oracle to recognize the upgraded server would be appreciated.
