Have your external apps been certified for Oracle9i? Some older applications, tools and APIs will not understand the TimeStamp datatype as a legitimate Oracle datatype and will require workarounds or replacement.

Check with your vendors both for Powerbuilder & for Java. The Java issue might be resolved by upgrading your JDBC library.
