Run-Time error -2147168229

Hi,

My workstation is windows 2000 professional.and when I am connecting a Oracle 8i Database using VB program its giving following error

        " Run-time error -2147168229(8004d01b).
           Cannot connect to the Transaction manager or the Transaction

manager is unavalable."

So where may be the problem

Oracle database server is on Windows2000 Advanced server."

Please help me...
