Thanks, Sybrand. But its not me who is reusing the controlfile, its the dbca utility. <ControlfileAttributes> in the dbc file does not mention anything about reuse. <RedoLogGroupAttributes> does have <reuse>false</reuse>; I am going to try to add that to <ControlfileAttributes> as well and see how it goes.

Surprisingly I was able to create database from the same template in W2K running the same database version!
