Oracle has a document on their site (http://www.oracle.com) that discusses licensing. Suggest you read that closely. Also note that Oracle has an online store & policies, calculations, minimums, etc are all listed at http://oraclestore.oracle.com.

I believe they do not currently support the "concurrent user" concept. Read about "Named User Plus". Multiplexors, concentrators, and other n:1 access techniques are ignored when doing calculations ... the count is from the user of such techniques.

Easiest first estimate for calculating ... for each real human that can use the data derived from the database and has access to the data electronically requires 1 license. With this info, you can start negotiations.
