Last I heard, it was official. It was explained to me something like "even with Cold Standby, only one computer can [is permitted to] load and run the Oracle binaries and access the Oracle database at a time. However, as with every other contingency plan, Cold Standby should be tested periodically to ensure it will operate properly when required. This change in licensing is designed to permit and encourage such testing, several times a year for brief periods, without penalizing the customer."

Following notes apply: 1) the above is >my< paraphrasing of a discussion with an Oracle rep., 2) AFAIK this is a a >new< license policy which may or may not be applicable to you current licenses, 3) if I understood it correctly, Oracle needed to be aware of the Standby requirement to 'activate' that portion of the license.

In any event, do not assume anything - check with the Oracle rep and get confirmation that it is active and fits your environment.
