If you are running under Windows, the location for the file is:
$ORACLE_HOME/bin (where $ORACLE_HOME is your Oracle home folder. You should
see the bin folder under that.)
By the way, there seems to be documentation errors all over. I believe you will never find the file "libctxx8..." in a Windows install. The file name is "oractxx8.dll" for Oracle8, and "oractxx9.dll" for Oracle9 (where Intermedia Text is now called Oracle Text and installed as a Database option).
