I think AQ is primarily implemented in the dictionary with AQ tables. IIRC, the AQ processes can be started/stopped using OEM and can be defined in the init.ora. Some ideas:

  1. Do you have OEM available? If yes, please comment what you have tried...
  2. Do you have the $ORACLE_HOME/AQ directory? The AQ is (was?) installed through OH/aq/admin/???.sql You may look through there instead of SYS/SYSTEM to get more info...
  3. Consider dropping the demo users. Seems to me you should be able to 'FORCE' this issue.
  4. Since you say you've lost a datafile, you have a DBA challenge anyway. It might be time to do a proper recovery (you do have backups, don't you?)
  5. If you have a valid license/support contract, this is exactly the type of problem to call Oracle support.

I sincerely hope you are not planning to do the changed directly in the SYS schema.
